The Alliance Instrument, the WTO Agreement on Trade Facilitation (TFA) through a gender objective, provides practitioners and development partners with an in-depth analysis of Article i of the TFA from a gender perspective. It shows how the TFA, regardless of its so-called blind expression of gender, offers an opportunity to remove gender barriers to international trade. Whether they export or import goods, trade facilitation benefits all countries by providing companies with better access to production inputs from abroad and supporting greater participation in global value chains (CICs). Countries where inputs can be imported and exported quickly and reliably are also more attractive sites for foreign companies that wish to invest and offer consumers lower prices, better quality products and a greater choice of products. The eleven TFIs take values from 0 to 2, 2 indicating the best performance that can be achieved. The TFI dataset variables are coded at 0, 1 or 2. These are intended not only to reflect the legal framework in the countries concerned, but also, where possible, to take into account the progress of the implementation of various trade facilitation measures. The methodological note provides an overview of how indicators are developed and describes the data collection process.
