5) 2003, February: The separatist BLT was dissolved and another agreement was signed between the Centre, the Assam government and the BLT. This led to the formation of the Bodoland Territorial Council (BTC). In an effort to achieve lasting peace in the Bodo-dominated areas of Assam, the centre signed a tripartite agreement on Monday with the fearsome National Democratic Front of Boroland (NDFB) insurgent group and two other outfits that offer political and economic benefits without meeting the demand of a state or eu territory. Bodoland (also Boroland), officially the Bodoland Territorial Region, is an autonomous region of Lower Assam, in northeastern India. It consists of four districts on the north bank of the Brahmaputra River, in the foothills of Bhutan and Arunachal Pradesh. It is managed by an elected body, known as the Bodoland Territorial Council and concluded as part of a peace agreement signed in February 2003, and its autonomy was renewed by an agreement signed in January 2020. The area covers more than 8,000 square kilometres and is mainly inhabited by the Bodo and other indigenous communities in Assam. THE Union`s Minister of the Interior, Amit Shah, announced that the tripartite agreement would restore peace and development in the insurgent-devastated areas of Bodoland. The NDFB fractions are signed by Ranjan Daimari, Govinda Basumatary, Dhiren Boro and B Saoraigra. This agreement can be called the Bodoland Territorial Region or BTR Accord, since the existing Bodoland Territorial Areas District or BTAD has been renamed BTR. The BTR agreement is unique in that it is the first peace agreement in the northeast, in which all insurgent groups in a given region have signed their signatures with a common commitment to end the violence and seek progress and development. A masterpiece of government negotiators is their flexible approach of seeing the region`s student organization, ABSU, as a signatory to the agreement. Following an agreement reached in 1993, Bodoland became an autonomous administrative unit, constituted under the sixth plan of the Indian Constitution, with an area of 8,795 km2, managed by the Bodoland Autonomous Council.
January 27, 2020 a new peace agreement was signed between the Indian government and the Government of Assam, on the one hand, and the National Democratic Front of Bodoland (NDFB), the All Bodo Students` Union and the United Bodo People`s Organization, on the other. As part of this agreement, a Bodoland Territorial Region was created, with expanded executive and legislative powers. The Bodoland Territorial Council will have powers in almost all areas defined in the sixth plan of India`s Constitution and its accession will be increased to 60. New districts will be created and the region`s border will be adapted to include areas of Bodo inhabited by neighbouring districts and to exclude uninhabited villages that currently fall under the jurisdiction of the BTC. Bodoland will also have the right to be represented at national sporting and cultural events such as the Indian National Games and the Khelo India Youth Games. The agreement also makes the Bodo language with the writing Devnagri an associated official language of Assam.
